HR Consultants Since 1987
Karen Bonanno, a long-time senior consultant with P•A•S Associates, purchased the company from founder Holly Culhane on March 13, 2017. She serves as the president of P•A•S Associates and P•A•S Investigations and works side-by-side with the team of P•A•S professionals and consultants. In addition to her consultant role, Karen has assumed strategic leadership, planning and marketing duties for the firm.
Before joining P•A•S Associates in 2005, Karen spent more than two decades in human resources and environmental services as the Human Resources Specialist and Project Manager for a local environmental laboratory. In addition to working for P•A•S Associates over the past twelve years, Karen owns and manages a staffing agency that provides a variety of labor resource services for local medical, industrial, agricultural and environmental businesses and public and quasi-governmental agencies. Her experience in working with decision makers in a variety of industries has enabled Karen to help businesses improve effectiveness through proper management of human resources. Karen’s expertise is in wage and hours issues, leave of absence policies, compensation studies/surveys, classification reviews, job descriptions, employee policy handbooks, recruiting, background checks and general human resources research, compliance and consulting.
She holds certification in Human Resources Management from California State University Bakersfield and is a member of the national and local chapters of the Society for Human Resource Management. Karen currently serves on the board of directors for the NOR Chamber of Commerce. She actively supports the local Alzheimer’s Disease Association of Kern County, St. Philip the Apostle Church and through P•A•S, supports local causes by committing time and donations each month to local non-profits.
Holly Culhane, SPHR-CA, PHRca, SHRM-SCP,PI, Consultant Emeritus, identified the need for human resource and organizational assistance for small- and medium-sized businesses when she created P•A•S Associates to meet those needs in 1987.
During Holly’s time as president, P•A•S grew to include hundreds of clients in 25+ states. It soon became known for partnering with businesses, non-profits, churches, and the government sector with the goals of helping deepen leadership effectiveness, facilitate growth, and enhance team effectiveness.
In her new role as Consultant Emeritus, Holly continues to assist P•A•S on an as-needed basis. She continues to provide high quality, interactive, and practical learning as a Blanchard Channel Partner, a Wiley Partner for Everything DiSC and Five Behaviors of a Cohesive Team, as well as a certified facilitator with TalentSmart for both levels of their Emotional Intelligence product. She especially loves the opportunity to delve deep into the leadership style of Jesus as servant and shepherd. She also enjoys facilitating Lead Like Jesus Leadership Encounters as a Lead Like Jesus Master Trainer and facilitating Ken Blanchard’s Servant Leadership program. Holly is a certified Lead Like Jesus coach, a certified DISC Biblical Behavioral Assessment facilitator.
Holly also serves as CEO and Founder of Presence Point, Inc., a non-profit organization focused on helping people live into their calling as shepherd leaders in their roles of parent, partner, pastor, business owner, supervisor, manager, and board member. She has a deep belief that shepherding is a universal Godly leadership principle – the foundation of her work with Presence Point. The shepherd leadership model she pioneered is deeply affecting the lives of those who participate in Presence Point Experience Workshops around the globe as they implement the concepts at work, home, and in their non-profits.
Additional roles include service as Vice Chair of the Board of Trustees for YFC/USA and as Board Development Chair for Evangelical Christian Credit Union. Holly is an active member of Valley Baptist Church, currently serving as the Promotional Strategist for the Global Leadership Summit for the Bakersfield area. She has served as Chair of the Greater Bakersfield Chamber of Commerce and of International Christian Ministries, and as a member of the Boards of the Rotary Club of Bakersfield and the Kern County Chapter of the Society for Human Resource Management.
Holly’s well-rounded business, community, and ministry efforts, as well as her practical, down-to-earth, caring and humorous facilitation style, make her a favorite of participants wherever she trains, speaks or facilitates. She truly considers it a privilege to serve others in this capacity and partner with them in both consulting and coaching relationships.
Dr. Juanita Webb
SPHR-CA, PI, Senior Consultant / Trainer
Dr. Juanita Webb, SPHR, PHRca, SHRM-SCP, PI, Senior Consultant, joined the P•A•S team in 2004 and brings a wide-range of human resources and managerial experience to the organization. Having been involved in the human resources field since 1976 in a variety of positions and business structures (for profit, non-profit, and private sector), Dr. Webb has also served as Business and Administrative Director, Training Manager and Assistant Personnel Manager. Dr. Webb is an Adjunct Professor of Human Resource Management and other business-related courses, is currently a member of the National and Kern County Chapter of the Society for Human Resource Management (SHRM), has served on the Board of Directors for Kern County Chapter of SHRM and chaired the Labor and Employment Law Committee of the Greater Bakersfield Chamber of Commerce. She has previously served as an advisory member to the Board of Directors for Summit Bible College, Kern County Youth for Christ, on the parent-advisory council for California State University, Bakersfield, and on the Board of Directors for Community Christian High School. She is also a graduate of the Leadership Bakersfield Class of 2010.
Dr. Webb holds a Bachelor of Science Degree in Business Administration, a Master’s Degree in Counseling and a Doctoral Degree in Theology, Summa Cum Laude. Dr. Webb also holds the Senior Professional in Human Resource (SPHR) certification and received her corresponding California Human Resource certification in 2008. She is also a licensed Private Investigator.
Dr. Webb provides P•A•S Associates' clients with a wide variety of training services, executive and general-level recruitment assistance, classification reviews, general human resources audits and consultation, harassment and discrimination investigation expertise, coaching, conflict resolution, facilitated mediation assistance, as well as compensation survey assistance.
Human Resources Coordinator
Ms. Shelly Jones serves as Human Resources Coordinator and in various HR roles for nearly ten years, she currently works directly with P•A•S clients in the areas of leave of absence management, background checks and applicant testing coordination, general HR assistance, and state-specific legislative updates, as well as recruiting, interviewing, and hiring. Shelly is also a volunteer with Bike Fest, a non-profit organization created to raise funds for local charities in Taft, California.
IOM, ACE / Associate Trainer
Debbie Moreno joined the P•A•S team in 2011. She has served as the President/CEO of the Greater Bakersfield Chamber of Commerce, working with the Chamber for 22 years.
Debbie attended California State University Long Beach, Cal State University Bakersfield and is a graduate of the US Chamber’s Institute Program at UCLA.
She was Chairman of the Board of Directors of the Western Association of Chamber of Commerce Executives and sits on the W.A.C.E. Foundation Board and W.A.C.E.’s Academy Steering Committee. She is an instructor for the Academy program, providing professional development courses for Chamber professionals from all over the Western United States. She was honored by the California State Senate as Senatorial District “Woman of the year,” and served a two-year term on the California Chamber of Commerce Board of Directors representing local Chambers.
Debbie currently serves on the boards of the United Way of Kern County, Mid State Development Executive Board, and Greater Bakersfield Vision 2020, Inc., chairing its Vision Image Committee. She also sits on the Foundation Board for San Joaquin Community Hospital, and is a member of the California State University, Bakersfield Executive Advisory Council to the School of Business.
Senior Associate Trainer
Mr. Galen Norsworthy is the President and CEO of Ducor Telephone Company whose corporate offices are located in Bakersfield, CA. Established in 1911, Ducor Telephone Company is one of thirteen remaining independent telephone companies within the State of California serving primarily rural communities.
A graduate of the University of Houston earning a Bachelor of Arts Degree in History and of Western Seminary earning a Master of Divinity Degree, Galen also has wide and varied experiences. He served in both Vietnam and in the 1st Gulf War, first in the Navy and later in the Army as an Airborne Ranger. He states that the academic and the military training has proved to be invaluable as he has managed the collateral department in a large commercial bank in Houston, taught in a public high school, pastored several churches, worked with youth and adults in a variety of venues, and was a guest speaker on numerous topics at many different conferences and meetings primarily on the West Coast. He has served on the board of directors both for profit and non-profit organizations (including a graduate educational institution).
Human Resources Technician
Ms. Tanya Hutson, Human Resources Technician, provides policy writing, handbook creation and revision, and related research. Ms. Hutson is a graduate of California State University, Bakersfield, with a Bachelor of Science Degree in Biology. She has over twenty years of Health, Environment and Safety (HES) experience in the oil and gas industry and is actively involved in the Bakersfield Chapter of the American Society of Safety Engineers.
Ms. Karri Ruenzel
Executive Assistant/Office Coordinator
Ms. Karri Ruenzel has over 15 years of experience with managing and supporting offices in diverse customer-focused industries. She is recognized for providing high quality administrative support that improves both internal procedures and external communications with clients and vendors. She adheres to confidentiality and financial regulations while maintaining detailed records. Karri is actively involved in community service and currently attends Valley Baptist Church.
Senior Consultant / Trainer
Nancy Chaffin-Joy, SPHR, is a Human resource professional with over 25 years experience in leadership roles in human resource management, administration and operations. Nancy received her Bachelor’s of Science degree in Business Administration from California State University, Bakersfield. She has been certified as a Senior Human Resource Professional in Human Resources (SPHR) from the Human Resource Certification Institute.
Nancy provides P•A•S Associates' clients with a wide variety of services including training, investigations, human resource consultation and audits, harassment and discrimination expertise, coaching, and conflict resolution.
Her community and professional involvement includes board roles on the CSUB Alumni Association, Society for Human Resource Management, the Greater Bakersfield Chamber of Commerce Committees, the American Lung Association, Court Appointed Special Advocates of Kern (CASA), Girl Scouts of Central California South, and Junior Achievement, as well as committee roles for BARC and the Greater Bakersfield Chamber of Commerce.
She founded the non-profit arm of A Life Interrupted and serves on the Board of Directors. She currently sits on the Board of The Women and Girl’s Fund Vision Committee, the Kern Literacy Council and the Secret Witness Board. She remains active with the CSUB Alumni Association and the Girl Scouts’ Women Inspiring Girls Committee.
Ms. Anna Jaime
Training Coordinator / Office Assistant
Ms. Anna Jaime, Office Assistant, has nearly ten years of experience in the Administrative field, with eight of those years spent in both the public and private sector of the oil and gas industry. She has worked supporting executives as well as teams, ranging in number from 5 to over 100. In her current role with P•A•S, Anna assists in coordinating on- and off-site training, workshop marketing, and provides in-office computer technical support, in addition to filling in whenever and wherever she is needed. Anna studied for her Associate’s Degree at Bakersfield College. Anna’s hobbies include cross-stitching, cake decorating, and playing the piano; she also donates her time to perform in local theatre productions which benefit various Bakersfield charities.
Melissa Mummert, MBA, with over 12 years experience in leadership roles in human resource management, administration and operations. Melissa received her Bachelor’s of Arts degree in Human Development and her Bachelor of Arts degree in Liberal Studies from California State University, San Bernardino. She received her MBA in Human Resource Management from the University of Phoenix and is currently pursuing her Masters of Science degree in Employment Law from Sheppard Broad Law School.

Before joining P•A•S Associates in 2017, Melissa has spent time in the transportation industry, the retail industry, and the manufacturing industry. She has worked in numerous states along the West Coast and in the Midwest. Her experience in working with decision makers in a variety of industries has enabled Melissa to help businesses improve effectiveness through proper management of human resources. Melissa's expertise is in employee relations and general human resources research, compliance and consulting.
She is also a member of the national and local chapters of the Society for Human Resource Management.
Human Resources Coordinator
Ms. Elisa Valenzuela serves as Human Resources Coordinator directly assisting P•A•S consultants providing general HR support. Elisa received her degree in Business Administration with a concentration in Human Resources Management from California State University, Bakersfield (CSUB) in 2016 and previously completed an internship as a Corporate Recruitment Coordinator. Ms. Valenzuela served as the Web Developer for the CSUB Society for Human Resource Management (SHRM) in 2016, is a member of Kern County SHRM, National SHRM, and the Kern County Hispanic Chamber of Commerce. Elisa also supports various causes and participates in 5k and 10k runs on a monthly basis.
